YBitToInt32(ulong)

Converts binary bits to each element of the Int32 vector (将各个二进制位转换为 Int32 向量的每个元素). Bit 0 meaning is 0, bit 1 meaning is 1 for all bits (-1). Mnemonic: rt[i] := to_mask(0 != ((mask>>i)&1)).
