EqualsAll(Vector128<float>, Vector128<float>)

Compares two vectors to determine if all elements are equal (比较两个向量以判定所有元素是否相等). Mnemonic: rt := (left[0] == right[0]) && (left[1] == right[1]) && ... && (left[Count-1] == right[Count-1]).
